10/11/2022 - Employment Opportunity: Director of Public Works

The Town of Southbury is hiring a full-time Director of Public Works. The position is 35 hours/week and offers a comprehensive benefits package. Salary range is $115,000-$125,000/year. This position is responsible for planning, organizing, and directing departmental activities in the areas of general road and bridge maintenance, snow and ice removal from Town roads, maintenance of Town buildings and grounds, solid waste handling and recycling, equipment and vehicle maintenance and procurement of vehicles, equipment and services.

Responsibilities:

  • Prepare the annual departmental operating budgets and capital expenditure recommendations, participate in the Town’s formal budget review process and effectively administer the adopted budget
  • Develop specifications and Requests for Proposals for the purchase of a broad range of materials, equipment, vehicles, and services
  • Coordinate short and long-range planning of public works needs and opportunities for the Town
  • Oversee maintenance and improvement of the Town’s transportation and building infrastructure, streetscape, stormwater drainage, outside properties, fleet and historic buildings
  • Respond to emergencies, providing crews, equipment and services to safely and effectively manage the emergency and subsequent cleanup
  • Oversee operation of the Town Transfer Station for the collection and disposal of municipal solid waste and recyclables
  • Negotiate contracts and monitor the performance of private sector providers for public works maintenance, improvements, and emergency operations
  • Effectively delegate responsibility and assign work in the department’s functional areas to ensure efficient operations
  • Assist with the application and administration of grants for public works infrastructure projects

Knowledge, Skills and Abilities:

  • A thorough knowledge of procedures and methods in Public Works construction and operation; including maintenance of roads, bridges, and highways
  • The ability to apply the principles of construction inspection to solve practical field problems is necessary
  • A working knowledge and experience with solid waste collection and landfill and transfer station methods and procedures
  • The ability to speak and clearly present in public forums and in front of the various Town boards and commissions
  • Knowledge of the principles of budgeting and ability to develop and effectively manage multiple operating budgets
  • Strong oral and written communication skills and ability to work collaboratively with staff, management and the general public
  • Knowledge of road management software and proficiency in Microsoft Office Suite

Required Qualifications:

  • Bachelor of Science in Civil Engineering or related field
  • Master of Science in Civil Engineering preferred
  • Minimum of ten years of progressive responsibility in public works, construction management or civil engineering, at least five in a supervisory capacity
  • An equivalent combination of education and experience may be considered
