The Town of Southbury is hiring a full-time Buildings & Grounds Director, responsible for the planning, operation, and maintenance of the Town’s facilities and outside properties. This position supervises the Outside Properties and Facilities Department staff and outside contractors involved in building maintenance, grounds, parks infrastructure, and Town properties. The Supervisor develops and manages the operating and infrastructure budgets, implements the Town’s infrastructure plans, and ensures safe, efficient, and compliant operations.
Salary Range: $70k-$115k/year
Hours: 35 hours/week
Duties and Responsibilities
- Oversees the Outside Properties and Facilities Departments to perform maintenance and repair of Town buildings, facilities and outside properties, including grounds, parking areas, parks, fields, Streetscape, town pool, and associated infrastructure.
- Delegates tasks and manages staff to ensure efficient and effective department operations.
- Develops and implements preventive maintenance programs for buildings, structures, and exterior assets.
- Identifies facility deficiencies and prioritizes repairs, upgrades, and capital improvements.
- Coordinates seasonal operations such as snow and ice management, landscaping, and grounds upkeep.
- Implements the infrastructure and capital improvement plans related to facilities and outside properties.
- Maintains inventories and condition assessments of municipal buildings and outdoor assets.
- Recommends long-term maintenance strategies and capital investments to extend asset life.
- Coordinates planning and scheduling of capital and maintenance projects to minimize service disruption.
- Develops, administers, and monitors operating, capital and infrastructure budgets for facilities and outside properties and participates in the Town’s annual budget review process.
- Tracks expenditures, prepares cost estimates, and ensures work is completed within approved budgets.
- Assists in preparing grant applications and managing grant-funded projects.
- Prepares scopes of work and writes requests for proposals with bid specifications following the Town’s procurement process..
- Coordinates and oversees contractors, consultants, and vendors performing facilities or grounds-related work.
- Reviews and approves invoices, purchase orders, and contract payments in accordance with the Town purchasing policy.
- Ensures contractor compliance with contract requirements, safety standards, and schedules.
- Ensures compliance with OSHA regulations, environmental requirements, building codes, and accessibility standards.
- Conducts regular safety inspections and addresses hazards promptly.
- Implements and enforces safety policies, procedures, and training programs.
- Maintains required documentation, permits, and inspection records.
- Responds to facility-related emergencies such as storms, flooding, power outages, or equipment failures.
- Participates in emergency management and disaster response operations as assigned.
- Ensures facilities are prepared to support emergency operations and continuity of services.
- Works collaboratively with other municipal departments, boards, and agencies.
- Responds to internal and external service requests and community concerns related to facilities and outside properties.
- Prepares reports, project updates, and recommendations for the First Selectman and boards and commissions.
- Maintains accurate records of work orders, maintenance activities, inspections, and costs.
- Assists in policy development and long-term planning related to facilities management.
- Performs other duties as assigned.
Required Knowledge, Skills, and Abilities
- Knowledge of facilities maintenance, building systems, grounds management, and infrastructure planning.
- Familiarity with municipal operations, budget processes, and public procurement.
- Ability to read and interpret plans, specifications, and technical documents.
- Strong organizational, leadership, and problem-solving skills.
- Experience with collective bargaining agreements and managing in a union setting.
- Excellent oral and written communication skills and ability to work collaboratively with staff, leadership, and the public.
- Proficiency with work order systems, asset management tools, and standard office software such as Microsoft Office Suite.
- Willingness and ability to attend and participate in relevant board and commission meetings, typically held during evening hours.
- Strong public speaking and presentation skills, including experience presenting to boards and commissions.
- Ability to work extended or irregular hours, including evenings, weekends, or emergency response situations, as operational needs require.
Required Equipment Operations
Ability to operate standard office equipment, including but not limited to copy machines, computers and printers. Experience with Microsoft Office Suite, work order, asset management and GIS systems. Must possess a valid motor vehicle license.

Required Qualifications (Minimum)
Bachelor’s degree in facilities management, construction management, engineering or a related field and a minimum of five (5) years of progressively responsible experience in facilities, grounds, or public works operations. Prior supervisory experience required. Equivalent combinations of education and experience may be considered.
